I THINK that Quebec is NOT a province anymore since 1968.
Quebec is a FREE STATE, they did it WITHOUT asking no one, and they tried to make it happen PUBLICLY in 1980 and 1995, but it didn't worked :D
Maybe Andrew Langevin have some insights about this ?
