From a Law perspective if some one went down to the local constabulary and laid charges against the publicly admitted crime of 42 Officers, How would that be accomplishes.?

maybe in the sense that what they did is not illegal because they were given the name by the owners of the PERSON...and the law is not about right and wrong, but about legal and illegal?

It does. It has NOTHING TO DO with the parents or anyone else for that matter. It's THEIR PERSON... No different from a police car, or a snow-plow. It's Government property.
