its more of a diplomatic mission, an embassy. You don't have to "sign here", its where you can go for lawful representation.

It? funny though, because they make a semantic distinction between sovereign and sovran,-when "sovereign" is actually called "soberano" in Spanish ( same word/meaning, illiterate spelling...)

My friend met the guy who is doing this, and apparently he talks just like you, about the same stuff. He spelt sovereign different on purpose.
