under that one could presume being able to breath would be a net transfer of resources without OWING for having received such a benefit. Are you allowed to breath by the government not bagging & tagging your ear/head... ? if it were taxable you can bet your LIFE on the acting corporation called government to provide for it's shareholders at the expense of it's benefactors.
