The crown cannot act without being AUTHORISED to do so witness testimonial won't be enough I guess but a victim report and authorization to bring charges will do.....as long the crown is authorized to proceed everything is good (or maybe not) Your imaginary friend may start studying some MAFIA rules of engagement they are usually pretty convincing when it comes to dropping charges
