Scott Duncan: YES it's ADMIRALTY. It regulates INTERNATIONAL COMMERCE within the jurisdiction of the WORLD RESERVE CURRENCY (Currently the U.S. Dollar).
That's the funny thing: If you owned a fleet of ships and a Port, in the country holding the RESERVE currency, that crap they spew with ONE PEOPLE'S PUBLIC FRAUD, might work...might.
But you'd have ships and ports to foreclose on.
