Citizens are creations of government and are already contracted into the government's laws as they are enacted... the government doesn't need to provide any more proof to bind them. They don't talk to so-called "administrators", except for a lucky chosen few they have deemed worthy and GIVEN the power to... it cannot be taken. That's the ego-killing secret. ;)
