I think Scott may be 'burying the lead' as they say in this explanation..there are a couple Maxims-of-Law that say the same thing: "Laws fall SILENT amid arms." Which would explain, why the U.S. is always rushing-off to war, while Ron Paul reminds everyone that they never got the Congress to DECLARE war.....
